2025 All-Source RFP
Avista’s Integrated Resource Plan, filed on December 31, 2024, identified an energy resource shortfall within four years, which triggers this All-Source Request for Proposal process. Avista intends to secure energy resources through one or more resource types to meet this shortfall. Bidders are welcome to propose resource opportunities that meet any of Avista’s needs.
As part of the selection process, Avista will measure the strength of each project’s proposal based on, but not limited to, its overall impact on future cost to customers, the ability to offset market purchases, provide dispatch flexibility, contribute to future resource adequacy requirements, and help Avista equitably achieve its clean energy goals. Avista welcomes proposals for projects that contribute to a portion or all of Avista’s future resource needs.
Avista files its 2025 All Source RFP with the WUTC
As part of Washington’s Purchase of Resource Rules, Investor-Owned Utilities like Avista are required to file a draft RFP with the Washington UTC within 120 days after they publish an Integrated Resource Plan that shows a resource need within four years. Avista filed its 2025 All Source RFP on March 10, 2025, well ahead of its 120-day requirement. After the public comment period, the Washington Commission will approve, approve with conditions, or suspend the filed RFP, including the procedures and criteria the utility will use to evaluate and rank bids in accordance with WAC 480-107-035. Avista anticipates that this case will be reviewed by the Commission during the WUTC Open Meeting on May 22, 2025. More information related to WUTC open meetings can be found here Open Meetings.

Avista’s Use of An Independent Evaluator for its Resource Selection
Because Avista may elect to submit a self-build option in its RFP, it has retained an Independent Evaluator to assist with the development of the RFP and Avista’s scoring methodology along with the independent evaluation of proposals. If Avista determines that a self-build option is to be submitted to this RFP, the proposal will be evaluated with the same methodology and transparency as other submitted proposals. Avista’s approach to securing an Independent Evaluator is consistent with the requirements of WAC 480-107-023. The WA Commission has approved Avista’s selected IE in docket UE-250024.

- On January 13, 2025 Avista filed with the Washington Utilities and Transportation Commission a petition requesting the approval of an Independent Evaluator (IE) for its upcoming All-Source Request for Proposal (RFP). As part of this resource acquisition process, Avista anticipates evaluating a self-build option which would be assessed along with other proposed resources. Avista plans to utilize an IE for the duration of the RFP process. Avista evaluated proposals from qualified candidates and proposes to secure Procure Power as the IE for the 2025 RFP.
