- military subsidies
- veteran’s benefits

- rental income

No. The programs are separate, so you can get both. You can still apply for and receive energy assistance through your local community action agency.
If you get energy assistance, your discount will apply to the balance left on your account, after your energy assistance payment.
After you submit your application, we’ll review your information to make sure you qualify for the program. If everything looks good, we’ll send you a letter within 30 days to let you know you’re approved. The letter will also tell you what your discount amount will be, and that you’ll start seeing it on your next bill, in the ‘usage details' section.
If your application is not approved, we will send you a letter to let you know. If you haven't heard anything after 30 days, please call us at (800) 227-9187.
At times, to make sure that only customers who qualify for the program are enrolled, a small number of participants will be randomly selected and asked to provide proof of household income.
Once enrolled, your monthly discount will last for two years. After two years, you’ll need to re-enroll. (Avista will send you a reminder, so you don't forget.)
The discount only applies to new charges billed after enrollment (it does not apply to charges billed beforehand). For help with past due charges, contact us at (800) 227-9187 or your local community action agency.
The bill discount will be reflected in your monthly plan amount, and on the actual billed amount.
If you get energy assistance, expect your plan amount to be temporarily adjusted, to prevent the potential of a long-term plan increase. If there is a credit on your bill from an energy assistance grant, you will not see your discount on your bill that month.
The bill discount only applies to the following charges:
- monthly usage costs (electric and/or natural gas)
- basic charge
- area lighting
- pump
- franchise fees (taxes)
It does not apply to the following:
- My Clean Energy charges
- Project Share donations
- Energy Smart Loan charges (on-bill financing)
- claims charges
- additional fees (late fees, insufficient funds fees, etc.)
- write-off balances
- prior obligation balances
- outbuildings
A disconnection does not impact your participation in this program. You’ll still be enrolled. You may be eligible for assistance with your past due balance, as well. Give us call at (800) 227-9187 or contact your local community action agency to talk through options.

Tell us about you
Total gross income is the combined income of all household members over age 18 before taxes. This can be provided as either a yearly or monthly amount.
This income should include, but is not limited to: wages, salaries, spousal and child support, public assistance payments, social security and pensions, housing and military subsidies, veteran’s benefits, rental income, income from self-employment, and all employment-related non-cash income.
Income should NOT include: energy assistance, income for people in high school or under 18, income tax refunds/credits, one-time cash gifts, reverse mortgage, housing subsidies, utility allowance, or WIC benefits.
Calculating income from employment:
Annual: For hourly workers, multiply your hourly wage by the average hours worked weekly.
Multiply the weekly total by 52 to get your annual gross income.
Example:
$16 (hourly rate) x 40 (average hours worked per week) = $640
$640 × 52 (weeks per year) = $33,280 (this is your yearly gross income)
Monthly: For hourly workers, multiply your hourly wage by the average hours worked in a month.
Example:
$16 (hourly rate) × 160 (hours worked per month) = $2,560 (this is your monthly gross income)

Terms and Conditions
I certify that I am the Avista account holder or co-tenant of my household who is financially responsible for the Avista account. I further acknowledge that I have read and understand the contents of this application.
I also agree to the following terms and conditions for receiving Avista’s My Energy Discount:
1. I understand that I must declare my income and number of household members to determine my eligibility for Avista’s My Energy Discount program.
2. I agree and acknowledge that I may be required to verify my eligibility based on my declaration.
3. I will notify my local community action agency if there is a change in household income and/or number of individuals living in my household while I am enrolled in the program.
4. I understand that by updating my household information with my local community action agency, my discount amount may be changed to reflect my household situation.
5. Beyond any changes in my household income and/or number of individuals living in my household, I understand I will need to requalify for the bill discount to maintain the discount of the original enrollment period.
6. I understand that my information will be shared with my local community action agency to refer me for other assistance programs.
7. I authorize Avista to share my information with my local community action agency.
